Discussion and possible action to adopt RES. 2024-67 authorizing the acquisition of property rights from Harvest Church Assembly of God, Inc. to accommodate the relocation of a well site to an area north of the northwest corner of 83rd Avenue and Northern Avenue, in accordance with budget authority previously approved by Council.

The well located at the intersection of 83^rd Avenue and Northern Avenue currently resides within the Northern Avenue right of way.  Future roadway improvements along Northern Avenue will require the relocation/removal of this water infrastructure.  As it stands today, access to the existing site is challenging with its close proximity to the intersection and the small footprint does not provide enough area to rehabilitate the infrastructure to meet the current demands of development in the area.  Relocation of the well site will provide much needed capacity in Pressure Zone 1 and greater system redundancy.

Options for where the well could be relocated were minimal with the best alternative being along the west side of 83^rd Avenue north of Northern Avenue within the property owned by Harvest Church.  Staff worked with Harvest Church to establish a footprint that meets the City’s needs, along with allowing the church to meet its current and future use of their campus.  The property was appraised and a negotiated agreement was reached in the amount of $91,765.93 which covers the cost for the well site and associated easements.

No previous Council action has taken place for this acquisition.

Staff recommends that City Council approve the adoption of the attached Resolution authorizing the acquisition of the land rights necessary to relocate the 83^rd and Northern well site.

Funding for this acquisition is available in the FY 2025-FY2034 Capital Improvement Program – UT00518 83^rd & Northern Well Relocation Project (2050-2140-543010-CIPWR-NA-UT00518).
