| | | | | | | | SUBJECT:
| Budget Amendment, Pinnacle Peak Public Safety Facility Building Infrastructure, Lake Pleasant Parkway and Pinnacle Peak Road |
|
| | | | | | | | Purpose:
Discussion and possible action to approve a budget amendment in the amount of $152,000 for building HVAC and electrical infrastructure improvements in the Pinnacle Peak Public Safety necessary to accommodate growth in the existing information technology systems and for the new Real Time Crime Center. |
| | | | | | | | Summary:
In 2023, the City of Peoria received State of Arizona funding to implement a Real Time Crime Center. After careful consideration of available locations for Peoria’s RTCC, the Pinnacle Peak Public Safety Facility was identified as the most advantageous location. Constructed as a joint Police & Fire facility, the facility contains the nexus of information technology, stand-by generator, and uninterruptable power supply needed for a critical high technology installation. The facility possessed vacant contiguous open office space conducive to house the 911 style work consoles.
Deployments of citywide information technology over the last decade at this location have tipped the scales on available power and cooling infrastructure needed for the new RTCC. Planned replacement of the building’s aged uninterruptable power supply would only bring the facility to current, leaving insufficient capacity for the new RTCC. The growth in information technology equipment at this location has also contributed to a shortfall of IT room cooling capacity, leaving insufficient capacity for any new RTCC hardware.
An engineering assessment of current and future anticipated cooling and electrical load resulted in a recommendation to upsize the uninterruptable power system by a factor of 1.6x current capacity. Additional cooling tonnage will be upsized by a factor of 3.0x current capacity with one unit operating in a redundant capacity for maintenance and/or unit failure. To support the growth in these systems, the current stand-by generator electrical distribution must be redistributed within the building to be proximate to the existing and new information technology and RTCC equipment.
These improvements represent a facility investment of $202,000 that is already underway as part of the facility fitup portion of the RTCC project budget. If not otherwise funded by an alternate funding source, future investments in RTCC equipment (ex: cameras, license plate readers, etc.) will be reduced accordingly. For this reason, staff has prepared a budget amendment to make the RTCC budget whole for the building infrastructure improvements not solely attributable to the new RTCC use.
