Discussion and possible action to concur with the Planning and Zoning Commission’s recommendation and adopt RES. 2024-73 approving a city-initiated major amendment to the recreational guidelines text within Chapter 6: Arts, Culture and Recreational Enrichment of the Peoria General Plan. |
| | | | | | | | Summary:
This request has been proposed concurrently with other 2024 City-Initiated Major General Plan Amendments and may be presented together. To avoid redundancy, the report and the associated information for this item included in the Chapter 3: Smart Growth staff report for Case GPA24-01. |
| | | | | | | | Previous Actions/Background:
- March 19, 2024: City Council held a Study Session regarding the amendments associated with the 2024 Major General Plan Amendment Cycle.
- April 18, 2024: Planning & Zoning Commission held a Study Session regarding the amendments.
- May 7, 2024: City Council received a project update regarding the amendments.
- June 6, 2024: Planning & Zoning Commission held a Study Session regarding the amendments.
- July 18, 2024: Planning and Zoning Commission held first of two required public hearings regarding the 2024 Major General Plan Amendment Cycle in accordance with Arizona state law. Two (2) speakers in opposition to the proposal for Chapter 3.
- August 15, 2024: Planning and Zoning Commission held second required public hearing, in accordance with Arizona state law. Commission unanimously recommended approval with a 5-0 vote. There was one (1) speaker in opposition to the proposal for Chapter 3.

A: Approve as recommended by Staff and the Planning & Zoning Commission; or
B: Approve with modifications; or
C: Deny; or
D: Continue action to a date certain or indefinitely; or
E: Remand back to the Planning & Zoning Commission for further consideration.
Per ARS 9-461.06.H, the adoption of a major amendment to the general plan requires the affirmative vote of at least two-thirds of the City Council. In this instance, 2/3rds shall mean five (5) of seven (7) affirmative votes if all members are present. Four (4) of six (6) affirmative votes if one member is absent, and so forth. |
