Discussion and possible action to adopt ORD. 2024-10 amending Chapter 3 and Section 5-3 of the Peoria City Code, pertaining to Boards and Commissions.

The section includes the following proposed policy changes to Chapter 3, Boards and Commissions:       

• The addition of two alternative members to each board
  • Add global language to Sec. 3-6. Boards and Commissions; terms.
  • Provides the option for adding alternate members, when necessary.
• Remove “Community Facilities” from Parks, Recreation and Community Facilities Board.
• Remove library interest from Parks and Recreation Board and add it to the Arts Commission
• Change the name of the Arts Commission to the Arts & Culture Commission (culture would encompass the library interest)
• Remove “Memorial” from Veterans Memorial Board and require all members to be residents of Peoria.
• Minor spelling, grammatical and consistency updates.

Proposed changes to Section 5-3. Municipal Court; appointment of assistant municipal judges, judges pro-tempore, court administrator, civil hearing officer, and other court employees

• This section reads “Judicial Selection Advisory Board”. This board and the Public Defender Contract Review Board merged in 2019 creating the Judicial and Public Defender Advisory Board.

In 2023, City staff began a comprehensive review of Chapter 3 of City Code, Boards and Commissions. The review resulted in various suggestions to amend the code for clarification, consistency, and efficiency of the City’s Boards and Commissions.

On May 14, 2024, the Council Boards and Commissions Subcommittee approved the proposed code changes.
