a) Person and Location Transfer for an On-Sale All Liquor License (Series 06) for Blackstone Country Club, located at 12101 West Blackstone Drive, Andrea D. Lewkowitz, Applicant, LL#10004956.

Summary:

Blackstone Country Club, is an existing country club, located at 12101 West Blackstone Drive, with a Series 14 Liquor License (Private Club). This means the Series 14 license will be replaced with a Series 6 license.

A series 06 permits the retailer to sell and serve spirituous liquor on premises as well as original container for off premises consumption.  A series 14 private club on-sale retail privileges liquor license allows the holder of a club license to sell and serve spirituous liquor for consumption only on the premises owned by the club and only to bona fide members of the club and their bona fide guests.

Some of the businesses around Blackstone Country Club are Crossed Eyed Cricket, Chase Bank and Chipotle Mexican Grill. There are no staff concerns with Blackstone Country Club.  The public hearing notice was posted for at least 20 days, and no comments were received during the posting period. The license application was reviewed according to State law and all Departments gave approvals.

Previous Actions/Background:

In October 2005, the Mayor and Council recommended approval to the Arizona State Liquor Board for Blackstone Country Club for a New Private Club (Series 14) Liquor License located at 12101 West Blackstone Drive.

Staff Recommendation:

Pursuant to Arizona Law the City must make a recommendation to the State Liquor Board regarding the approval of applications to sell alcoholic beverages in the City. The standard for the City’s recommendation is whether the best interest of the community will be served by the issuance of these licenses and whether the public convenience is served. Staff recommends approval of the above licenses.

Fiscal Analysis:

No fiscal impact.
