Discussion and possible action to recommend approval to the State Liquor Board for:

A Location Transfer for an Off-Sale All (Series 09) Liquor License for Safeway #0072, located at 8010 West Happy Valley Road, Ryan W. Anderson, Applicant, LL#24-000871.

Safeway #0072, is a new grocery store. The owners have applied for a Location Transfer for an Off-Sale All (Series 09) Liquor License.  The application agent is Ryan W. Anderson.

A Series 09 liquor store license is a "quota" license available only through the Liquor License Lottery or through purchase on the open market.  Once issued, this type of liquor license is transferable from person to person and/or location to location within the same county.  It allows for a spirituous liquor store retailer to sell all types of spirituous liquors, only in the original unbroken package, to be taken away from the premises of the retailer and consumed off the premises.

Some of the businesses around Safeway #0072 are The Stetson Social, Bourbon and Bones and F45.  There are no staff concerns with Safeway #0072. .  The public hearing notice was posted for at least 20 days, and no comments were received during the posting period.  The license application was reviewed according to State law and all Departments gave approvals.

There has never been a liquor license at 8010 West Happy Valley Road.

Pursuant to Arizona Law the City must make a recommendation to the State Liquor Board regarding the approval of applications to sell alcoholic beverages in the City. The standard for the City’s recommendation is whether the best interest of the community will be served by the issuance of these licenses and whether the public convenience is served. Staff recommends approval of the above licenses.
