SUBJECT:
Master Plat for Saddleback Village B Parcel 14, Vistancia Boulevard and Saddleback Mountain Way (Project No. R240027) 

Purpose:

Discussion and possible action to approve the Master Plat for Saddleback Village B Parcel 14, located at the intersection of Vistancia Boulevard and (future) Saddleback Mountain Way, and authorize the Mayor and City Clerk to sign and record the Master Plat with the Maricopa County Recorder’s Office.

Summary:

The purpose of the Master Plat is to subdivide a section of land for the upcoming Parcel 14 phases of development and to dedicate right-of-way to serve these upcoming phases.  This development is within the City’s water and sewer service area. The roadways are to be public and to be maintained by the City of Peoria.

Previous Actions/Background:

A minor amendment to the Saddleback Heights Planned Community District (PCD) was reviewed and approved by the City in December 2023 (Z02-04A.2). In addition, the Saddleback Recreation Area Master Plan (RAMP) was review and approved by the City in December 2023 (DR23-15). Lastly, three preliminary plats were reviewed and approved by the City in March 2024 (P23-01, P23-02, and P23-03).

Staff Recommendation:

Staff recommends the approval and subsequent recordation of the attached Master Plat subject to the following stipulations:

 

  1. All civil plans must be approved by the City of Peoria (City) prior to recordation of the Master Plat.

 

  1. An approval of design from the Development and Engineering Department for the necessary improvements in accordance with the City Subdivision Regulations, as determined by the City Engineer, must be obtained prior to recording the Master Plat.

 

  1. The developer must provide a financial assurance in the amount agreed upon by the City Engineer and an Agreement to Install for construction of the infrastructure improvements in accordance with the City Subdivision Regulations, prior to recordation of the Master Plat.

 

  1. In the event that the Master Plat is not recorded within 60 days of Council approval, the Master Plat will become void.  The developer may request re-approval from the City, with the understanding that the City has the option of imposing additional requirements or stipulations.
Fiscal Analysis:

No fiscal impact.
