Discussion and possible action to approve an Intergovernmental Agreement for shared joint use of swimming pool facilities between the City of Peoria and the Peoria Unified School District (City Contract No. LCON01916A) to extend the Agreement to December 31, 2030.

The City has benefitted from the relationship with the Peoria Unified School District (PUSD), including the shared joint use of pool facilities and shared maintenance, operating and capital costs of these pool facilities.

A new “Exhibit D” has been developed and added to the agreement to improve the evaluation process, operating procedure and mutual agreement expectations for future funding of major capital projects related to the ongoing pool facilities’ maintenance needs.

Both parties request to extend the term in order to have the Intergovernmental Agreement (IGA) effective through December 31, 2030. All other terms and conditions of the IGA are to remain in full force and effect.

Approval of this IGA will allow the City Aquatics Division to continue its services and programs (i.e. – swimming lessons, open swim and special aquatic events) at the Sunrise Mountain, Peoria and Centennial High School sites.

The City and PUSD have had a longstanding Agreement with regard to pools beginning with Peoria Pool. The IGA was updated in 2000 when Centennial Pool was built and again in 2004 when Sunrise Pool opened. It has been renewed additional times with the last being November 30, 2023, to be in effect until December 31, 2024.

Staff recommends approving the Intergovernmental Agreement for the shared joint use facilities of swimming pools between the City of Peoria and the Peoria Unified School District.

There is no operating budget fiscal impact to either the City of Peoria or to Peoria Unified School District within the agreement, however, the future capital and maintenance project needs related to “Exhibit D” could have a financial impact in which both parties have an obligation to mutually determine project priorities and equal financial responsibility to fund those projects.
