AM/PM Position Request, Neighborhood and Human Services Department 

Purpose:

Discussion and possible action to approve the addition of four full-time equivalent positions in AM/PM Program (3) and Business Services (1) in the Neighborhood & Human Services Department.

Summary:

Included in a strategic re-organization request approved by city management in September of 2024, the Neighborhood & Human Services (NHS) Department requests to add the following full-time equivalent positions:

 

  • Three (3) Family and Youth Services Programmer positions to support the operations of both the AM/PM Program during the school year and the Summer Camp Program during the summer months. These positions will provide a more attractive career path that will help retain critical staff needed to maintain operations at all AM/PM sites.  These positions will be funded from the conversion of three (3) existing and funded Senior Site Lead Part Time positions with Affordable Care Act benefits (ACA).  This request is part of NHS’s Workforce Development and Succession Planning efforts identified in its approved strategic reorganization memo.

 

  • One (1) Business Services Supervisor position to support the financial oversight, accounting, budgetary and human resources functions of the Neighborhood & Human Services, Parks & Recreation and Arts, Culture & Library Services Departments. This new position is critical to sustaining the support to these three departments and will be funded by reallocating existing NHS budget capacity identified through analysis of underperforming programs.
Staff Recommendation:

Staff recommends approval for the increase to the NHS FTE count for Youth Services by three (3) Family & Youth Services Programmer positions and one (1) Business Services Supervisor for the Business Services Division.

Fiscal Analysis:

The Neighborhood & Human Services Department has capacity across the department to absorb the costs associated with this request within existing budget allocation.
