COUNCIL COMMUNICATION

Agenda Item: 11C.

Date Prepared:  4/2/2025 Council Meeting Date: 4/22/2025

TO:Mike Faust, City Manager
THROUGH:
Travis Cutright, Deputy City Manager
FROM:  Gary Bernard, Fire Chief
SUBJECT:
Community Support Award, EDF Renewables, Cold Cut Cobra System

Purpose:

Discussion and possible action to: (a) accept a Community Support Award in the amount of $50,000 from EDF Renewables for the purchase of a Cold Cut Cobra System to improve both safety and firefighting; and (b) approve a budget amendment from Proposed Grant Contingency to Fire-Medical Operational Equipment providing expenditure authority.

Summary:

The Fire-Medical Department was awarded a $50,000 Community Support Award from EDF Renewables to be used to fund a Cold Cut Cobra System, mainly used to fight electric vehicle/battery fires. The Fire-Medical Department currently does not have this equipment. The purpose of the Cold Cut Cobra System is to improve both safety and efficiency of firefighting. The system provides an ultra-high pressure water jet and can pierce most building material.

We believe that the Cold Cut Cobra System will enhance the firefighting equipment used by the Fire-Medical Department for the safety of the community and welfare of the firefighters.

Staff Recommendation:

Staff recommends that City Council to: (a) accept a Community Support Award in the amount of $50,000 from EDF Renewables for the purchase of a Cold Cut Cobra System to improve both safety and firefighting: and (b) approve a budget amendment from Proposed Grant Contingency to Fire-Medical Operational Equipment providing expenditure authority.

Fiscal Analysis:

The budget amendment in the amount of $50,000 will be funded from the Proposed Grant Contingency (7990-7990-570000) to the Fire-Medical Operational Equipment (1000-1260-530019) to provide expenditure authority to purchase the Cold Cut Cobra System.
