SUBJECT:
Intergovernmental Agreement, Peoria Unified School District, Facility Use and Development Processing 

Purpose:

Discussion and possible action for City Council to authorize the City Manager to execute an intergovernmental agreement for facility use and development processing between the City of Peoria and the Peoria Unified School District to extend the agreement to May 31, 2030 with three additional 1-year mutual extension options through May 31, 2033.

Summary:

The City has benefitted from the relationship with the Peoria Unified School District (PUSD), including the shared joint use of facilities.

 

Three new exhibits have been developed and added to the agreement. “Exhibit A” is to acknowledge reciprocal in-kind facilities use for school district and city properties such as school gymnasiums and Parks and Recreation fields and recreation center for the other party’s meetings, activities and programs. “Exhibit B” is to recognize the process associated with the use of city sports facilities at the community parks and Peoria Sports Complex whereas any specific school use is to be coordinated through the school district. “Exhibit C” is to acknowledge the provision of after school hours access to parks and courts from neighboring elementary schools.

 

 “Addendum D” has been updated to the agreement to acknowledge the out of school time programs provided by the city, the locations and timeframes of such programs and the obligations of each party to facilitating the use. 

 

Both parties request to extend the term in order to have the Intergovernmental Agreement (IGA) effective through May 31, 2030 with three additional 1-year mutual extension options through May 31, 2033. All other terms and conditions of the IGA are to remain in full force and effect.

 

Approval of this IGA will allow the city to continue its services and programs at school district facilities and for the school district to continue its meetings and activities at city facilities.

 

Previous Actions/Background:

The City and PUSD have had a longstanding agreement with regard to joint facilities use and development processing. The parties entered into this IGA on 9/1/2015. The IGA has been approved for short-term amendment extensions on 5/17/2022, 4/25/2023 and 5/7/2024. (City Contract No. LCON02822)  The PUSD Governing Board will be voting to approve this agreement at an upcoming meeting on May 8.

Staff Recommendation:

Staff recommends approving the Intergovernmental Agreement for the shared joint use facilities and development processing between the City of Peoria and the Peoria Unified School District.

Fiscal Analysis:

There are neutral operating budget fiscal impacts to the City of Peoria and Peoria Unified School District within the agreement.
