Discussion and possible action to authorize the use of budget contingency in the amount of $105,000 for improvements to the animal control facilities at the Municipal Operations Center located at 79th and Golden Lane. |
| | | | | | | | Summary:
Project PD00035, Animal Control Facility Improvements, was approved in the FY2025 Capital Improvement Program (CIP) budget with an additional $44,897 of construction funding approved in the FY2026 CIP to address a second phase purchase of sea containers for dry and climatized kennel storage. In January 2025, the Mayor and Council approved the use of contingency to pull forward the FY2026 funding into a single fiscal year for the award of construction.
This project reconstructs the chain link kennels as masonry walls to provide for 1) greater physical safety of the animals, 2) greater biological isolation of potentially sick animals, 3) enhanced disinfection and disease control through individual kennel trench drains and epoxied floors and walls, 4) enhanced animal and kennel attendant comfort with the addition of fixed evaporative cooling with ducting to serve all kennel areas. Supporting plumbing and electrical enhancements are necessary to accommodate a disinfection sink, a washer and dryer, two evaporative coolers, and air conditioning of the small office conversion sea container for foods and medicines.
The preconstruction scoping efforts revealed that the plumbing and epoxy coating costs were substantially more expensive than originally budgeted. Value engineering and redesign efforts were implemented to reduce costs, however a budget overage remains.
An authorization of budget contingency is necessary to administratively award a construction contract amendment. The specific contingency needs are as follows:

* Concluding in FY2025, project PD00027, Police Evidence Processing Improvements returned $212,269 of final project savings to its General Fund funding source, offsetting this project’s financial overage.

The project’s design and preconstruction phase started early in FY2025 with the intent of commencing construction in Spring 2025, ahead of the summer heat. Cost reduction and design revision efforts have caused a project delay. A complete project is anticipated by the end of Summer. |
