Intergovernmental Agreement Amendment, Regional Public Transportation Authority, Transit Services Agreement 

Purpose:

Discussion and possible action to approve Intergovernmental Agreement Amendment #151-75-2026 with the Regional Public Transportation Authority, also known as Valley Metro, for transit services.

Summary:

The City of Peoria Transit Division, in partnership with Valley Metro, provides Express, Fixed Route, Paratransit / Americans with Disabilities Act (ADA), and Dial-A-Ride transit services. Continuing to partner with Valley Metro in providing these services require the city to enter a contract/IGA. If approved, this request will amend the current Valley Metro IGA to show the amount of regional funds to be used for transit service in Peoria. It outlines reimbursement of allowable costs by RPTA to Peoria for transporting ADA certified riders, as well as delineating the amount that Peoria will pay to RPTA to provide Paratransit services. 

 

This amendment modifies Schedule “A”, Schedule “B”, Schedule “C” and Schedule “E” to the agreement last entered on July 1, 2024. These schedules are updated annually. 

 

Pending Council approval, the modifications will result in the following service provisions for Schedules A, B and C:

Schedule “E” for the period of July 1, 2025, to June 30, 2026 identifies the maximum amount of Public Transportation Funds (PTF) (a.k.a. Prop 400 funds) available for the City of Peoria to reimburse city expenses. The FY26 amount will be $299,651; covering actual costs for ADA trips and other requests for paratransit service made by ADA certified riders in Peoria. Last year, the Schedule “E” amount was $289,518.

Previous Actions/Background:

The last agreement between RPTA and the City of Peoria was approved by the City Council on November 19, 2024, for FY25 transit services.

Staff Recommendation:

Staff recommend acceptance of the IGA Amendment with the Regional Public Transportation Authority (RPTA) for transit services.  The costs for these services were previously approved during the budget adoption process for FY26.
Fiscal Analysis:

Funding for this request is reflected in the Transit Fiscal Year 2026 budget.
