Grant, Arizona Department of Administration, Arizona 911 Program 

Purpose:

Discussion and possible action to approve a grant in the amount of $213,495 from the Arizona Department of Administration for the Arizona 911 Next Generation Program implementation.

Summary:

The Arizona Department of Administration (ADOA) administers the Arizona 911 Program which disburses revenues collected through the Emergency Telecommunication Services Revolving Fund, pursuant to A.R.S. § 41-704. These funds are disbursed to local jurisdictions operating a Public Safety Answering Point (PSAP). Peoria Police Department (PPD) provides 911 services through its own PSAP making them eligible for the Arizona 911 Grant Program. The program allows reimbursements for items such as:

 

  • Equipment or service for implementing and operating emergency telecommunication services, including expenditures for capital, maintenance, and operation purposes.

 

  • A wireless carrier's costs associated with the provision, development, design, construction, and maintenance of the wireless emergency telecommunication services.

 

PPD has successfully transitioned from MR911 to AT&T, enhancing technological capabilities, compatibility with new and emerging technologies, faster problem resolution, and overall improved customer service. This transition is fully funded through the Arizona 911 Grant.

 

PPD Communications staff is currently working with AT&T under a five-year contract for managed services, covering PSAP maintenance and operation, fully funded by the Arizona 911 Grant Program. This managed services solution offers PPD the same reliable 911 service with significant upgrades, including advanced tools for 911 operators, up-to-date technology, off-site maintenance and real-time support, prompt software updates, and the latest robust technologies, all within a Call Handling as a Service (CHaaS) environment. These enhancements enable PPD to implement next-generation 911, allowing citizens to send photos, videos, and texts to 911. This real-time data capability helps PPD dispatchers quickly and efficiently send assistance to citizens in need.

Previous Actions/Background:

City Council has previously accepted a grant from the Arizona Department of Administration  for the Arizona 911 Program implementation.

 

City Council has previously authorized the City Manager to execute a 5-year agreement with AT&T Corporation totaling $1,132,985.30 and approved a budget amendment in the amount of $1,132,985.30 from the Proposed Grants Contingency Fund to the Miscellaneous Police Grants Fund.

Staff Recommendation:

Authorize the City Manager to accept $213,495 from the Arizona Department of Administration to be used for the Arizona 911 Program implementation.
Fiscal Analysis:

A budget amendment to provide the appropriation for the contract has been previously approved by City Council.
