Authorization for Continued Use of Unmarked Vehicles 

Purpose:

Discussion and possible action to approve an exemption from Arizona Statute 38-358 Et seq., which mandates specific markings on government vehicles, to allow the Police Department to legally include unmarked vehicles in our fleet.
Summary:

Unmarked vehicles are a vital tool for law enforcement agencies across the country, particularly in the areas of undercover operations, surveillance, and other specialized police functions. These vehicles serve as an essential resource in protecting the community and enabling our officers to carry out their duties effectively. The ability to deploy unmarked vehicles provides significant advantages, particularly in operations that require discretion, such as the apprehension of suspects involved in criminal activities or monitoring high-risk situations.

The current requirement for all government vehicles to be marked under Arizona Statute 38-538 Et seq. presents an operational challenge for the Peoria Police Department in carrying out its policing services. An exemption to this statute would enhance the safety and effectiveness of the department, further ensuring that officers can maintain public order, prevent crime, and respond swiftly to incidents, all while protecting the confidentiality and integrity of certain law enforcement activities.

We understand the importance of ensuring transparency and accountability in the use of government vehicles, and we are committed to maintaining the highest standards of ethical conduct.

Staff Recommendation:

Staff recommend approving this exemption to allow the Police Department to maintain unmarked patrol vehicles in the patrol fleet.
