Discussion and possible action to approve the submittal of the Safe Streets and Roads for All Grant to develop a Citywide Comprehensive Safety Action Plan.

| | | | | | | | Summary:
The City of Peoria completed the FY 25 State of Road Safety Study in May 2025, which included an update to the City’s annual crash report and analyzed priority locations. The study performed traditional crash analysis reporting by summarizing all crash types from the most recent available data (2019-2023). Prior to the FY 25 Safety Study, the City completed the FY 23 State of Road Safety Study in June 2023. New, national approaches to traffic safety focus specifically on combating fatal and serious injury crashes with an aspirational goal of zero. Though previous safety studies identified overall crashes and analyzed some priority locations, they did not include a comprehensive action plan to address severe crash locations.
City staff is seeking Safe Streets and Roads for All (SS4A) Grant funding from the U.S. Department of Transportation to develop a Citywide Comprehensive Safety Action Plan with a goal of reducing roadway fatalities and serious injuries with an aspirational goal of zero. A competitive grant submittal should include City Council’s approval to apply and a commitment to meet the 20% match requirement should the City successfully secure a grant. The proposed planning grant allocation is $995,000. Therefore, City Staff is requesting City Council’s approval to apply for the grant with the understanding that grant matching funds in the amount of $199,000 for the Safe Streets and Roads for All (SS4A) Grant Project would have to be included in the FY2027 CIP Budget if the grant is awarded.
The grant funding will be utilized to develop actionable policies, plans, and projects that facilitate an innovative approach to safety, which focuses on preventing death and serious injuries through methods that consider human mistakes and limitations. The new plan will pursue a Citywide transportation system that reduces the kinetic energy of crashes, engages the public, and encourages collaboration with impacted stakeholders about the shared responsibility of all roadway users to proactively identify and address risks.
The proposed Comprehensive Safety Action Plan will be the city’s first safety plan to specifically focus on reducing fatal and serious injury crashes by applying a holistic approach focusing on the built environment, systems, and policies that influence roadway-user behavior. A Comprehensive Safety Action Plan is required to pursue additional SS4A grant funds for Demonstration and Implementation Projects. |
