Discussion and possible action to adopt ORD. 2025-19 to: (a) amend Chapter 2 of the Peoria City Code (1992), entitled Development and Engineering Department; fees required; and (b) concurrently amend Chapter 27, Fee Table 27-7. |
| | | | | | | | Summary:
Chapter 2, Section 2-211, of the Peoria City Code currently requires payment of a fee that is 3.5% of the related construction costs, or 110% of the sealed engineer’s estimate for any services provided by the City, such as Site Development Inspection Fees. This fee is memorialized in Chapter 27, Fee Table 27-7, of the City Code.
The current fees are out of date and do not reflect the true cost of providing associated services. Inflation in recent years has led to notable misalignment of cost of service to fees collected. In some cases, however, the project value to cost of service has resulted in overcollections. This adjustment would reduce those occurrences and bring these fees into alignment with Council Policy 1-12 which states “Fee amounts shall be proportional to the costs associated with providing the service”.
This proposed Code amendment would allow the City Engineer to recommend that the City Manager order a fee that is more proportionate to the actual burdens and costs incurred by the City in connection with providing inspections to such a development. |

Staff recommends adoption of the Ordinance amending Chapter 2 of the City Code (1992) that (a) amends Chapter 2 of the Peoria City Code (1992), entitled Development and Engineering Department; fees required; and (b) concurrently amends Chapter 27, Fee Table 27-7 to allow for City Engineer’s recommendation of Engineering Permit Fees more proportionate to actual burdens and costs incurred by the City for large development projects over $100 million. |

The proposed fees have been set to fulfill the cost recovery requirements of Council Policy 1-11 and 1-12. None of the proposed fees result in an increased subsidy from another City fund to provide the service. |
