Discussion and possible action to approve the First Amendment to the Intergovernmental Agreement with the City of Glendale for the installation, maintenance, and emergency repair of signing, pavement markings and other traffic control on streets bordering Glendale and Peoria where the right-of-way is not wholly within one jurisdiction. |
| | | | | | | | Summary:
On August 15, 2023, City Council approved an Intergovernmental Agreement (IGA) (LCON04023) with the City of Glendale to formalize a process for the permitting, placement, and maintenance of signing, pavement markings and other traffic related items on roadways where the right-of-way is not wholly within the City of Peoria’s or the City of Glendale’s jurisdiction.
Both the City of Peoria and the City of Glendale have determined that an amendment to the IGA is necessary to define and clarify the roles and responsibilities of each Party relating to the maintenance of Auxiliary Right Turn Lanes along boundary roadways that were generally covered in the IGA. Auxiliary Right Turn Lanes are those in advance of driveways and street intersections that are designated to provide physical separation between turning traffic, that is slowing or stopped, and adjacent through traffic at approaches to intersections. They are designed to provide for deceleration prior to a turn, as well as for storage of vehicles that are stopped and waiting for the opportunity to complete a turn
This First Amendment to the IGA will clarify and delineate the areas of maintenance responsibilities as reflected in Illustration A-1 included within said Agreement. |

Staff recommends approving the First Amendment to the Intergovernmental Agreement with the City of Glendale defining and clarifying the roles and responsibilities of each Party relating to the maintenance of Auxiliary Right Turn Lanes along boundary roadways that were generally covered in the IGA. |
| | | | | | | | Fiscal Analysis:
No new fiscal impact. The City’s Public Works Department already performs this work and the funding for all routine and non-routine maintenance of signs, markings, and other traffic control is available in their operating budget. |
