City and Amkor Technology have worked collaboratively in an effort to develop Amkor's advanced semiconductor packaging and testing facility in Peoria.  Supporting Amkor's project schedule remains a key consideration in the ability to transition the facility from the original location to the new location in the Peoria Innovation Core.

Utilizing the development authorities granted to the City in the Participation and Infrastructure Contract associated with ASLD Sale No. 52-125421, the establishment of a licensing agreement permits Amkor to conduct ground breaking prior to escrow closure of the Exchange Agreement.

The resolution also provides authority for City Staff to approve an Ingress/Egress Temporary Construction Easement providing Amkor temporary access to the property until a future, more permanent construction road is designed and constructed, and until the final public roadway accessing the property is complete.

Amkor must still apply for and be granted all required local, county and state construction permits before beginning construction.
