Discussion and possible action to adopt RES. 2025-107 authorizing the City Manager to execute an Intergovernmental Agreement and a Ground Lease Agreement with WESTERN MARICOPA EDUCATION CENTER CAREER AND TECHNICAL DISTRICT for the purpose of constructing a Career and Technical Education campus on City owned property at FIVE North. |

In alignment with the Council's priority on Economic Development, supporting Career and Technical Education is crucial in the development of skilled and ready workforce. West-MEC operates 5 campuses and serves students in western portion of Maricopa County. The programs offered fill a void in the job market for those students seeking technical career training beyond secondary education.
West-MEC currently supports many Peoria residents within their program at the Northeast and Northwest campuses and recently signed an agreement to establish a campus at 95th Avenue and Peoria. This North Peoria location would offer programs to complement the healthcare and semiconductor industries in North Peoria.
With Peoria's focus on creating local employment opportunities in the newly constructed industrial space in south Peoria or the efforts underway in the Peoria Innovation Core, supporting West-MEC's expansion is key to the overall success of Peoria's residents.

Recommendation to adopt RES. 2025-107 and APPROVE the (a) Intergovernmental Agreement; and the (b) Ground Lease Agreement with WESTERN MARICOPA EDUCATION CENTER CAREER AND TECHNICAL DISTRICT. |
| | | | | | | | Fiscal Analysis:
Revenues generated from the Ground Lease are commensurate with local market conditions and respective of the partnership with West-MEC. Furthermore, should West-MEC elect the purchase option within the agreement, the purchase price will be market value. |
