Discussion and possible action to amend the Intergovernmental Agreement Amendment #151-75-2026 with the Regional Public Transportation Authority, also known as Valley Metro, to expand Peoria’s Paratransit Americans with Disabilities Act Transportation to include RideChoice, an on-demand Americans with Disabilities Act transportation service providing an anticipated cost savings of approximately $432,000. |
| | | | | | | | Summary:
The City of Peoria Transit Division, through an Inter-Governmental Agreement (IGA) with Valley Metro, provides Express, Fixed Route, Paratransit / Americans with Disabilities Act (ADA), and Dial-A-Ride transit services. If approved, this request will amend the current Valley Metro IGA to allow for a portion of regional funds to be used for transit service in Peoria to be directed to RideChoice, an on-demand ADA Paratransit provider. The IGA outlines reimbursement of allowable costs by RPTA to Peoria for transporting ADA certified riders, as well as delineating the amount that Peoria will pay to Regional Public Transportation Authority (RPTA) to provide Paratransit services.
This amendment modifies Schedule “C” of the agreement most recently amended July 1, 2025. These schedules are updated annually. The proposed amendment will result in the following service provision for Schedule C:

The last agreement between RPTA and the City of Peoria was approved by the City Council on June 3, 2025, for FY26 transit services. |

Staff recommend approval of an amendment to the IGA with the Regional Public Transportation Authority (RPTA) to incorporate the Valley Metro RideChoice program into the City’s transit services. |

Funding for this request is reflected in the Transit Fiscal Year 2026 budget. No additional costs are anticipated as a result of this amendment. |
