Grants, Governor's Office of Highway Safety, Highway Safety Projects 

Purpose:

Discussion and possible action to: (a) authorize the City Manager to accept three grants totaling $169,720 from the Governor's Office of Highway Safety for various enforcement and education efforts; and (b) approve a budget amendment in the amount of $169,720 from the Contingency Fund to various Governor's Office of Highway Safety Fund accounts.

Summary:

The Peoria Police Department desires to accept funding provided by the Governor’s Office of Highway Safety in the amount of $169,720.  Funding has been provided for the three grants detailed below.

 

 

DUI/Impaired Driving Enforcement:  Funding in the amount of $78,260 has been provided to support personnel services (overtime), materials and supplies (breath test devices), and equipment (breath test instrument) to enhance DUI/Impaired driving enforcement throughout the City of Peoria. These funds will allow personnel to conduct intensive patrols during identified holidays and special events where there is an increase of alcohol consumption, as well as continue participation in multi-agency DUI task force operations.

 

Pedestrian and Bicycle Safety Enforcement and Education:  Funding in the amount of $40,500 has been provided to support personnel services (overtime) and materials and supplies (bike helmets). This funding includes back-to-school and school bus zone enforcement projects, partnering with the Peoria Unified School District to identify school bus loading and passing violations, and holding bike safety events throughout the year. 

  

Selective Traffic Enforcement Programs (STEP):  Funding in the amount of $50,960 has been provided to support personnel services (overtime) and materials and supplies (lidars, locks, and holsters) to enhance STEP enforcement throughout the City of Peoria. Traffic services and speed control are the focus of these STEP programs.

These grants provide funding through September of 2026. Media releases emphasizing the importance of these programs and specifying that funding is provided by the Governor's Office of Highway Safety will be developed and distributed as needed.  

Previous Actions/Background:

City Council has previously accepted grants from the Governor’s Office of Highway Safety. This will be the 22nd consecutive year the Peoria Police Department has received grant funding from the Governor’s Office of Highway Safety.

Staff Recommendation:

Authorize the City Manager to accept $169,720 from the Governor’s Office of Highway Safety (GOHS) to be used by the Peoria Police Department for various enforcement and education efforts and approve a budget amendment in the amount of $169,720 from the Contingency Fund to various Governor's Office of Highway Safety Fund accounts.

Fiscal Analysis:

Request a budget adjustment of $169,720 from the Contingency Fund to the Governor’s Office of Highway Safety Grant Fund, thus providing expenditure authority in the amount of $169,720.
