Discussion and possible action to: (a) approve an amendment to the Federal Fiscal Year 2022 Intergovernmental Agreement (LCON06921C) with Maricopa County governing the City’s annual HOME Investment Partnership Program grant allocation to include the Federal Fiscal Year 2025 (current) allocation of $270,017 in accordance with budget authority previously approved by Council; and (b) adopt RES. 2025-105 authorizing the City Manager, or designee, to execute Administrative Change Orders and Addenda associated with the Agreement; and (c) authorize Staff to execute all required documents. |
| | | | | | | | Summary:
The U.S. Department of Housing and Urban Development (HUD) allows units of local government that are geographically contiguous to form a consortium or the purpose of participating in the HOME Investment Partnership Program (HOME) and receiving annual allocations of funds to further affordable housing projects. As allowed, the Cities of Avondale, Chandler, Glendale, Peoria, Scottsdale, Surprise and Tempe, the Town of Gilbert and the County of Maricopa collectively formed the Maricopa HOME Consortium (Consortium) with Maricopa County acting as the Lead Agency and HUD providing regulatory oversight.
HUD requires each member of the Consortium to execute an annual Intergovernmental Agreement with the Lead Agency in order to receive the formula allocation of Consortium grant funds.
The City’s allocation of HOME funds for Federal Fiscal Year 2025 was $270,017. After recommendation by the Council Not-For-Profit Review and Housing Subcommittee, the City Council approved the funds to be used as follows:

Staff recommends that the City Council approve the requested amendment to the Intergovernmental Agreement LCON06921C and adopt RES. 2025-XX, which authorizes the City Manager, or designee, to execute Administrative Change Orders and Addenda associated with the Agreement. This will allow the City to administer the HOME Program grant as envisioned through the budget as well as comply with HUD regulations in order to receive the formula allocation of Consortium HOME grant funds.
