Discussion and possible action to approve the Peoria Public Transportation Agency Safety Plan Revision 4 to accommodate changes in the agency’s hierarchy as mandated by federal regulations. Recent changes in Peoria staffing require this routine administrative update brought to the City Council.

| | | | | | | | Summary:
In 2018, the Federal Transit Administration (FTA) approved a ruling requiring operators of public transportation systems that receive federal funds to develop a Public Transportation Agency Safety Plan (PTASP). Operators of public transportation systems were required to create and implement safety plans to help ensure the safety of public transportation systems nationwide. The PTASP outlines areas of safety related to transit and establishes criteria for the implementation of safety related items. It provides tracking and program measurement criteria and formalizes safety programs for transit agencies across the country.
Peoria receives federal funds to assist in providing transit service and complied with the federal requirement by creating a PTASP in conjunction with other small transit operators in the state. The State of Arizona Department of Transportation (ADOT) hired a consultant to create the PTASP on behalf of small operators in Arizona, including Peoria. City Council approved the Peoria PTASP in October 2020.
In November 2021, the Bipartisan Infrastructure Law (BIL) was signed into law and amended the FTA safety program, which included additional PTASP requirements. New requirements include minimizing exposure to infectious diseases, expansion of training, and the formation of a Transit Safety Committee. In response to the new requirements, Peoria formed the Peoria Transit Safety Committee in July 2022.
When there is an update to the plan, such as a change in the agency hierarchy, an update is required. Peoria Transit Safety Committee has reviewed and approved of this plan update, as required by the PTASP regulations.
