Position Request and Budget Amendment, Development and Engineering Department 

Purpose:

Discussion and possible action to: (a) authorize the addition of a new Building Inspector III full-time equivalent position, and (b) approve related budget amendments in the amount of $160,052.

Summary:

Each year City Council adopts a balanced capital and operating budget which sets the framework for department work plans in the upcoming year. Throughout the year, staff analyze current economic and financial information to assess the City’s overall financial condition and identify key trends affecting its fiscal outlook. This information is then used to update the City’s financial forecasts and project available financial capacity to meet both current and future needs.

 

 

From time to time, new resources and/or staffing requirements are identified to ensure the City can meet organizational and departmental objectives over the course of the year. Budgetary changes related to increases in service levels, authorized personnel – full-time equivalent employees (FTEs) or uses of contingency appropriation require the approval of City Council. Over the past several years, staff have utilized midyear budget adjustments as a way to address high priority items that would otherwise have to wait for the annual budget process. This practice has allowed the City to effectively manage resource allocations and service objectives in a nimbler manner.

 

The Development and Engineering Department is requesting the addition of a new Building Inspector III FTE position. The department currently has three Building Inspector III FTEs who conduct commercial building inspections to ensure all structures meet building and safety codes.  One is currently stationed full time at the Amkor site, with the other two anticipated to transition to full time duty at the Amkor site as the project moves into vertical phase.  As this project progresses and future development occurs, there will be a capacity constraint.  Adding a fourth Building Inspector III position will address the workload and allow for thorough commercial inspections to be completed in an efficient and timely manner.

Previous Actions/Background:

There are no previous Council actions on this request. 

Staff Recommendation:

Staff recommends approval of: (a) the addition of a new Building Inspector III full-time equivalent position; and (b) related budget amendments in the amount of $160,052 from the City's contingency appropriation.

Fiscal Analysis:

If approved, the fiscal impact of the additional FTE is $160,052, including $70,763 in one-time costs and $89,289 in ongoing costs. These costs will be offset by the revenue generated through plan review, permit, and inspection fees.
