Intergovernmental Agreement, The Arizona Board of Regents, Project WET Program, Peoria Unified School District 

Purpose:

Discussion and possible action to approve an amendment extending the existing Intergovernmental Agreement with the Arizona Board of Regents on behalf of the University of Arizona’s Project WET Program through April 30, 2026.

Summary:

Peoria has had a 10-year IGA with the University of Arizona since 2015 to offer Arizona Project WET (Water Education for Teachers) water education and water festivals to Peoria Unified School District (PUSD) fourth graders. The original agreement expired October 31, 2025, mid-school year, prompting the need to extend it for spring programs, while efforts to draft an updated IGA are underway. All terms of the original 2015 IGA remain the same, including funding levels. These partnerships and water education festivals for PUSD fourth graders account for points Peoria needs to comply with the Arizona Department of Water Resources Phoenix Active Management Area (AMA) Fifth Management Plan, Non-Per Capita Conservation Program (NPCCP).


Previous Actions/Background:

Council approved entry into the “Intergovernmental Agreement between The City of Peoria and The Arizona Board of Regents University of Arizona on behalf of its Water Resources Research Center Arizona Project WET Program” enacted February 23, 2016 (LCON06315A)

Staff Recommendation:

Staff recommends approval of the IGA amendment to complete planned Project WET festivals for the 2025/2026 school year.

Fiscal Analysis:

No Fiscal Impact. Program costs of $21,726 under this IGA amendment were previously approved by Council as part of the Fiscal Year 2026 budget.
