Discussion and possible action to adopt RES. 2025-116 to enter into a Reimbursement Agreement with The Roman Catholic Church of the Diocese of Phoenix regarding public infrastructure supporting development within the Peoria Innovation Core – Core 2. 

The City engaged with The Roman Catholic Church of the Diocese of Phoenix (Diocese) several years ago when staff began siting for additional wells in north Peoria as part of the CAP/LPP Intersection Wellfield project.  At the time, coordination was limited to the land rights needed to support the water infrastructure as efforts related to the Peoria Innovation Core (PIC) were in the preliminary stages.  As the City entered into the Intergovernmental Agreement with the Arizona State Land Department for PIC, that agreement was the catalyst for the design of the infrastructure needed to support PIC Core 2.

The Diocese owns approximately 60 acres of land within the Core 2 footprint with frontage along Amkor Way.  While the Diocese has conceptual plans for development of the land, they have not submitted plans for formal review.  Staff have been working with the Diocese to secure the land rights necessary to construct Amkor Way in advance of their development project.  The Diocese has been agreeable to work with the City for the completion of the Amkor Way project and have been presented with the attached Reimbursement Agreement which outlines the terms between the parties.

• 12/17/24 – Council approved entering into an Intergovernmental Agreement with the AZ State Land Department for the Peoria Innovation Core.

• 6/11/24 – Council approved entering into a Well Site Drilling, Design Services and Construction Exchange Agreement with the Diocese.

This Agreement captures the terms for the City to be reimbursed for the proportionate share of improvements associated with the development of the Diocese parcels.
