Intergovernmental Agreement; Maricopa County HOME Consortium; Amendment to Add City of Goodyear as Consortium Member 

Purpose:

Discussion and possible action to: (a) approve an amendment to the HOME Consortium Intergovernmental Agreement (LCON06921D) with Maricopa County governing the City’s participation in the Maricopa HOME Consortium to add the City of Goodyear as a Consortium member, subject to HUD approval; and (b) adopt RES. 2026-16 authorizing participation in the Maricopa HOME Consortium and authorizing the execution of the amendment and related documents.

Summary:

The U.S. Department of Housing and Urban Development (HUD) allows units of general local government that are geographically contiguous to form a consortium for the purpose of participating in the HOME Investment Partnerships Program (HOME) pursuant to 24 CFR Part 92. The Maricopa HOME Consortium has been recognized by HUD as a Participating Jurisdiction, with Maricopa County serving as the designated Lead Agency responsible for administration and compliance.

 

From time to time, the Consortium may be amended to add or remove participating jurisdictions, subject to approval by the governing bodies of the member jurisdictions and HUD. The City of Goodyear has expressed its desire to join the Maricopa HOME Consortium and has adopted a resolution authorizing participation.

 

The proposed amendment to the HOME Consortium Intergovernmental Agreement adds the City of Goodyear as a member of the Consortium. Upon HUD approval, Goodyear will assume all rights, responsibilities, and obligations of Consortium membership, and Maricopa County will continue to serve as the Lead Agency for all Consortium members.

 

This amendment does not modify the City’s HOME funding allocation, approved uses of funds, or budget authority.

Previous Actions/Background:

  • December 15, 2025 – The Goodyear City Council adopted a resolution authorizing participation in the Maricopa HOME Consortium, approved by a 7-0 vote.
  • August 21, 2025 – The Maricopa HOME Consortium voted unanimously (9-0) to allow the City of Goodyear to join the Consortium, contingent upon City Council approvals and HUD approval.3, 2025 – Federal Fiscal Year 2025 Allocation approved with the City Council final budget adoption.
  • The City Council previously approved amendments to the HOME Consortium Intergovernmental Agreement related to annual HOME allocations.
Staff Recommendation:

Staff recommends that the City Council approve the amendment to the HOME Consortium Intergovernmental Agreement adding the City of Goodyear as a member of the Maricopa HOME Consortium, subject to HUD approval, and adopt RES. 2026-16 authorizing participation in the Consortium and execution of the amendment and any related documents.
