Summary:
The U.S. Department of Housing and Urban Development (HUD) allows units of general local government that are geographically contiguous to form a consortium for the purpose of participating in the HOME Investment Partnerships Program (HOME) pursuant to 24 CFR Part 92. The Maricopa HOME Consortium has been recognized by HUD as a Participating Jurisdiction, with Maricopa County serving as the designated Lead Agency responsible for administration and compliance.
From time to time, the Consortium may be amended to add or remove participating jurisdictions, subject to approval by the governing bodies of the member jurisdictions and HUD. The City of Goodyear has expressed its desire to join the Maricopa HOME Consortium and has adopted a resolution authorizing participation.
The proposed amendment to the HOME Consortium Intergovernmental Agreement adds the City of Goodyear as a member of the Consortium. Upon HUD approval, Goodyear will assume all rights, responsibilities, and obligations of Consortium membership, and Maricopa County will continue to serve as the Lead Agency for all Consortium members.
This amendment does not modify the City’s HOME funding allocation, approved uses of funds, or budget authority.
