SUBJECT:
Minor General Plan Amendment, The Shoppes & The Cove at Camino A Lago, Lake Pleasant Parkway & Deer Valley Road (GPA25-06) 

Purpose:

Discussion and possible action to concur with the Planning and Zoning Commission's recommendation to adopt RES 2026-33, amending the General Plan Land Use designation for 24.2 acres from Mixed-Use Main-Street (12-20+ dwelling units per acre) to Mixed-Use Neighborhood Village (12-20 dwelling units per acre). The site is located at the northeast corner of Lake Pleasant Parkway and Deer Valley Road.

Summary:

This request has been proposed in combination with the associated rezoning request Case Z25-12. These cases will be presented together but will be considered in separate actions.

 

Please note that the associated staff report, exhibits, and findings for the subject case are contained within the materials for Case Z25-12 to avoid redundancy.

Previous Actions/Background:

  • On February 19, 2026, the Planning and Zoning Commission held a public hearing regarding this case. There was one (1) speaker present from the general public who spoke in support of the request.
  • The Commission voted 6-0, recommending approval of the Minor General Plan Amendment.
Options:

A: Approve as recommended by the Planning and Zoning Commission; or

B: Approve with modifications; or

C: Deny; or

D: Continue action to a date certain or indefinitely; or

E: Remand to the Planning & Zoning Commission for further consideration.

Staff Recommendation:

APPROVE Case GPA25-06 as recommended by the Planning and Zoning Commission.
