Resolution, HOME Investment Partnerships Program; Community Housing Development Organization Application Support; Newtown Community Development Corporation 

Purpose:

Discussion and possible action to adopt RES. 2026-26 certifying compliance with the City of Peoria’s Consolidated Plan and providing administrative commitment in support of a HOME Investment Partnerships Program Community Housing Development Organization application submitted by Newtown Community Development Corporation for an affordable housing project located within the City of Peoria.

Summary:

The U.S. Department of Housing and Urban Development (HUD) administers the HOME Investment Partnerships Program (HOME) to support the development of affordable housing for low-income households. Maricopa County serves as the lead agency for the Maricopa HOME Consortium, of which the City of Peoria is a participating jurisdiction.

 

As part of the HOME program, nonprofit organizations designated as Community Housing Development Organizations (CHDOs) may apply for HOME funds to develop eligible affordable housing projects. HUD and Maricopa County require a resolution from the local jurisdiction where the proposed project will be located certifying that the activity is consistent with the jurisdiction’s HUD-approved Consolidated Plan and acknowledging the City’s administrative commitment, if funds are awarded.

 

Newtown Community Development Corporation, a nonprofit CHDO, has submitted an application to the Maricopa HOME Consortium for HOME funding to support an affordable housing project within the City of Peoria. The proposed CHDO activity aligns with the housing priorities adopted through the City’s Fiscal Year 2025–2029 Five-Year Consolidated Plan and Fiscal Year 2025–2026 Annual Action Plan.

 

 

 

 

 

Approval of this resolution does not constitute approval of HOME funding, execution of loan agreements, or authorization to encumber property. Any future HOME award and associated legal documents would be subject to separate review and approval, as required.

Previous Actions/Background:

  • June 3, 2025 – The City Council approved the Federal Fiscal Year 2025 CDBG and HOME funding allocations as part of the City’s final budget adoption.
  • May 13, 2025 – The City Council Not-For-Profit Review and Housing Subcommittee approved the submittal of the Fiscal Year 2025–2029 Five-Year Consolidated Plan and the Fiscal Year 2025–2026 Annual Action Plan to the U.S. Department of Housing and Urban Development, and the City Council approved the Federal Fiscal Year 2025 CDBG and HOME funding allocations as part of the City’s tentative budget adoption.
  • February 26, 2025 – The City Council Not-For-Profit Review and Housing Subcommittee reviewed and recommended Federal Fiscal Year 2025 funding allocation priorities for CDBG and HOME programs.
  • February 24, 2025 – The City Council Not-For-Profit Review and Housing Subcommittee received a presentation on the draft Fiscal Year 2025–2029 Five-Year Consolidated Plan, including strategies and priorities for the use of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds.
Staff Recommendation:

Staff recommends that the City Council adopt Resolution No. 2026-26 certifying compliance with the City of Peoria’s Consolidated Plan and providing administrative commitment in support of Newtown Community Development Corporation’s HOME CHDO application to the Maricopa HOME Consortium.
Fiscal Analysis:

No fiscal impact. Adoption of the resolution does not commit City funds or obligate the City to award HOME funding.
