Discussion and possible action to hold a public hearing on the Feasibility Report for the issuance of General Obligation Bonds.

5R.Feasibility Report and Sale and Issuance of General Obligation Bonds, Series 2024 and Levy Ad Valorem Property Tax with Respect to such Bonds

Discussion and possible action to adopt RES. VNCFD 2024-04 a) authorizing the sale and issuance of not to exceed $6,000,000 aggregate principal amount of General Obligation Bonds, series 2024; b) approving the form and authorizing the execution and delivery of necessary agreements, instruments and documents relating to the bonds, delegating the determination of certain terms of the bonds and matters related thereto to the District Chief Financial Officer; c) authorizing the levying of an ad valorem property tax with respect to the bonds; d) adopting post-issuance tax compliance and continuing disclosure compliance procedures; and e)  authorizing the taking of all other actions necessary to the consummation of the transactions contemplated by the Resolution.

Discussion and possible action to a) approve a grant in the amount of $507,283 from the Arizona Department of Administration for the Arizona 911 Next Generation Program implementation and b) to approve the updated Memorandum of Understanding, to the grant, with the Arizona Department of Administration, Geospatial Support Services.

Discussion and possible action to approve an Agreement with the City of Phoenix to use the City of Phoenix Regional Police Academy.

Discussion and possible action to adopt RES. 2024-44 authorizing the City Manager to execute an easement to Arizona Public Service for the installation and maintenance of electrical facilities located along the northside of Paradise Lane east of 83rd Avenue associated with the Peoria Dining Complex project.

11C.Repurpose of Supplemental Funds

Discussion and possible action to approve the repurposing of $70,712 in supplemental funds from the Confined Space Inventory to purchase eyewash station repair/replacements.

Discussion and possible action to approve a Final Plat for Thunderbird 101, a Re-plat of Parcel 6 of Trianna, per Book 979 of Maps, Page 7, MCR located in a Portion of the West half of Section 15 and authorize the Mayor and City Clerk to sign and record the Final Plat with the Maricopa County Recorder’s Office.

Discussion and possible action to recommend approval to the State Liquor Board for:

14R.Adoption and Ballot Placement, EPCOR Water Franchise Agreement

Discussion and possible action to a) adopt RES. 2024-45 placing the approval of a franchise agreement between EPCOR Water Arizona Inc., and the City of Peoria to provide Water and Wastewater services within the City of Peoria boundaries on the next General Election ballot and b) approve a budget amendment to appropriate funds, provided by EPCOR, to pay the election expenses.

15R.Development Impact Fees, Land Use Assumptions and Infrastructure Improvement Plan Adoption
Discussion and possible action to adopt the Land Use Assumptions and Infrastructure Improvement Plans developed as part of the 2024 Development Impact Fee update.
16R.Property Agreement, The Roman Catholic Diocese of Phoenix, Central Arizona Project and Lake Pleasant Parkway Intersection Wellfield

Discussion and possible action to approve an exchange of property agreement with The Roman Catholic Diocese of Phoenix for construction and service of two well sites in the Central Arizona Project and Lake Pleasant Parkway Intersection Wellfield.
