Discussion and possible action to approve the recommendations from the Council Boards and Commissions Subcommittee and adopt RES. 2025-69 appointing/reappointing members to various Boards and Commissions.

6C.Fiscal Year 2026 Arts & Culture Grant Awards

Discussion and possible action to approve the Fiscal Year 2026 Arts and Culture Grant awards in the amount of $300,000, as recommended by the Arts & Culture Commission, in accordance with budget authority approved by Council.

7C.Fiscal Year 2026 Property Tax Levy

Discussion and possible action to approve RES. 2025-70 and ORD. 2025-16 adopting the City of Peoria, Arizona Primary and Secondary Property Tax Levies for the Fiscal Year 2026.

8C.Fiscal Year 2026 Street Light Improvement District/Maintenance Improvement District Levies
Discussion and possible action to adopt ORD. 2025-17 and ORD. 2025-18 approving the Street Light and Maintenance Improvement District Levies for Fiscal Year 2026 and declaring an emergency.
9C.Intergovernmental Agreement Amendment, Maricopa County – Hand in Hand Program

Discussion and possible action to: (a) approve an amendment to the Intergovernmental Agreement (LCON02424) with Maricopa County for the Hand in Hand Program to extend the term through Fiscal Year 2026 and to allocate an additional $75,000 in funding for that period; and (b) authorize staff to execute all required documents.

 

 

 

 

 

10C.Intergovernmental Agreement with the City of Surprise for Temporary Dispatch Location
This is a request for City Council to authorize the City Mayor to execute an Intergovernmental Agreement between the City of Surprise and the City of Peoria to provide Surprise a temporary radio dispatch location when their radio dispatch center cannot be used or is not available.
11C.Intergovernmental Agreement, Arizona State Land Department, Lake Pleasant Parkway and Central Arizona Project Wellfield Project

Discussion and possible action to approve a Well Site Agreement between the Arizona State Land Department and the City of Peoria.  The agreement will be part of the auction terms for the well sites for the Peoria Wellfield Project within Arizona State Land Department owned land west of Lake Pleasant Parkway between the Loop 303 and the Central Arizona Project canal.

12C.Intergovernmental Agreement, Partnering Agencies, Use of Fire Apparatus
Discussion and possible action to approve an Intergovernmental Agreement with the Partnering Agencies to allow Peoria Fire-Medical use of various fire apparatus owned by these agencies on an as-needed basis. 
13C.Intergovernmental Agreement, State of Arizona, City of Glendale, Maricopa County, Northern Avenue, 103rd Avenue to 91st Avenue, Abandonment and Maintenance

Discussion and possible action to approve an Intergovernmental Agreement with State of Arizona, City of Glendale, and Maricopa County Department of Transportation for the coordination of the abandonment and conveyance of right-of-way and roadway maintenance responsibilities of certain areas of abandonment along Northern Avenue.

14C.Intergovernmental Agreement, State of Arizona, Northern Avenue, 103rd Avenue to 91st Avenue, Maintenance Responsibilities

Discussion and possible action to approve an Intergovernmental Agreement with the State of Arizona for maintenance responsibilities associated with the design and construction of improvements on Northern Avenue from 103rd Avenue to 91st Avenue.

15C.Grant, Safe Streets and Roads for All, Citywide Comprehensive Safety Action Plan

Discussion and possible action to approve the submittal of the Safe Streets and Roads for All Grant to develop a Citywide Comprehensive Safety Action Plan. 

 

 

 

 

16C.Formation of Saddleback Community Facilities District (CFD) No. 3
Discussion and possible action to adopt RES. 2025-62 to form Saddleback Community Facilities District No. 3.
17C.Easements, Arizona Public Service, Multiple Locations

Discussion and possible action to adopt RES. 2025-71 authorizing the City Manager to execute a permanent roadway and two temporary construction easements to Arizona Public Service within City owned parcels located west of 111th Avenue between Union Hills and Deer Valley Road.

18C.Designate Roadways, Establish Rights-of-Way, Various Locations

Discussion and possible action to adopt RES. 2025-72 designating various Real Properties to be used as City roadways and authorize the establishment of Public Rights of Way to be opened and maintained by the City as a Public Street. The deeds and easements have been recorded by the Maricopa County Recorder’s Office and this process will formally incorporate them into the system.

19C.Contingency Authorization, Fire Station No. 6 Finishes Refresh, Vistancia Boulevard and North El Mirage Road

Discussion and possible action to authorize the use of budget contingency in the amount of $210,000 for the interior finishes refresh and exterior weatherization improvements at Fire Station No. 6 located near Vistancia Boulevard and El Mirage Road.

20C.Deeds and Easements, Various Locations

Discussion and possible action to adopt RES. 2025-73 accepting Deeds and Easements for various Real Property interests acquired by the City. The deeds and easements have been recorded by the Maricopa County Recorder’s Office and this process will formally accept them into the system.

21C.Liquor License Application Various Locations

Discussion and possible action to recommend approval to the State Liquor Board for:

 

 (a) a New Restaurant (Series 12) Liquor License for Four Corners Taphouse, located at 24762 N. Lake Pleasant Parkway #101, Joseph P. Lucidi, Applicant, LL#25-010654.

 

(b) a New Restaurant (Series 12) Liquor License for Jinya Ramen Bar, located at 8156 W. Happy Valley Road #10, Daradee R. Olson, Applicant, LL#25-010655.

22R.Intergovernmental Agreement Amendment, Peoria Unified School District, Assign Peoria Police Officers School Resource Officers

Discussion and possible action to authorize the City Manager to execute an amendment to the Intergovernmental Agreement with the Peoria Unified School District to assign four Peoria Police Officers to the campuses of Peoria, Sunrise Mountain, Centennial, and Liberty High Schools and another four Peoria Police Officers to support Elementary Schools within different sectors of the district.

23R.PUBLIC HEARING - Annexation, Arizona State Land Department Parcel C

Hold a Public Hearing on the proposed annexation of approximately 173 acres of Arizona State Trust Land, generally located in the vicinity of the 100th Avenue alignment and Loop 303, and more particularly described in Exhibits 1-2 (Case ANX25-01).  This property is under consideration as a part of a larger zoning entitlement of approximately 6,700 acres known as the Peoria Innovation Core. 

 

Pursuant to A.R.S. §9-471, an initial public hearing must be held on the annexation request. Additionally, while public testimony may be taken, the City Council may not take action at this time.

Discussion and possible action to adopt SCFD No 3. RES. 2025-01 to: (a) take certain actions with regard to organization of the district; (b) approve the general plan for the district; (c) approve and authorize the execution of the district development, financing participation and intergovernmental agreement; and (d) order and call an election with respect to issuance of bonds and the levy of an ad valorem property tax.
