Discussion and possible action to approve the August 28, 2025 and September 16, 2025 Council meeting minutes.
8C.Grants, Governor's Office of Highway Safety, Highway Safety Projects

Discussion and possible action to: (a) authorize the City Manager to accept three grants totaling $169,720 from the Governor's Office of Highway Safety for various enforcement and education efforts; and (b) approve a budget amendment in the amount of $169,720 from the Contingency Fund to various Governor's Office of Highway Safety Fund accounts.

9C.Pass-Through Grant, Gila River Indian Community

Discussion and possible action to adopt RES. 2025-99 Authorizing the City of Peoria to act as the pass-through municipality for local 501(c)(3) organizations seeking grant funding from the Gila River Indian Community.

10C.Intergovernmental Agreement, University of Arizona through the Arizona Board of Regents, Transportation Engineering Services

Discussion and possible action to approve an Intergovernmental Agreement between City of Peoria and the University of Arizona, through the Arizona Board of Regents, for the joint coordination in the provision of Transportation Engineering Services by the University.

11C.Intergovernmental Agreement, City of Phoenix, Amkor Technology, Inc., Re-establishing the Foreign Trade Zone Application to New Location

Discussion and possible action to approve RES. 2025-100 and an Intergovernmental Agreement with the City of Phoenix, Arizona to establish Amkor Technology Arizona within Phoenix, Arizona Foreign Trade Zone #75.

12C.Abandonment of City Interest, Drainage Easement, Southeast Corner of 83rd Avenue and Jefferson Street

Discussion and possible action to adopt RES. 2025-101 abandoning the City’s interest in a portion of a certain Drainage Easement within Lot 1 of the Axiom Church Final Plat located east of 83rd Avenue south of Jefferson Street.

13C.Deeds and Easements, Various Locations

Discussion and possible action to adopt RES. 2025-102 accepting Deeds and Easements for various Real Property interests acquired by the City. The deeds and easements have been recorded by the Maricopa County Recorder’s Office and this process will formally accept them into the system.

14C.Liquor License Application Various Locations

Discussion and possible action to recommend approval to the State Liquor Board for:

 

(a) a New Restaurant (Series 12) Liquor License for Barro’s Pizza, located at 9800 W. Happy Valley Road, Michael J. Barro, Applicant, LL#25-011065.

 

(b) a New Restaurant (Series 12) Liquor License for Modo Mio Italian Kitchen, located at 9815 W. Happy Valley Road, Edward J. Inglese, Applicant, LL#24-000795.

Discussion and possible action to recommend approval to the Arizona Department of Revenue for a Class B Bingo License for West and Southeast Realtors of the Valley, located at 9001 West Union Hills Drive Suite 8, Roger Nelson, Applicant, LL#25-011019.

16R.Intergovernmental Agreement Amendment, Regional Public Transportation Authority, Transit Services

Discussion and possible action to amend the Intergovernmental Agreement Amendment #151-75-2026 with the Regional Public Transportation Authority, also known as Valley Metro, to expand Peoria’s Paratransit Americans with Disabilities Act Transportation to include RideChoice, an on-demand Americans with Disabilities Act transportation service providing an anticipated cost savings of approximately $432,000.
